Ms Frances Mary Lisson PSM

Ms Frances Lisson was awarded a Public Service Medal (PSM) in the Queen's Birthday 2015 Honours for her outstanding public service in the establishment of free trade agreements with China, Japan and Korea.

Ms Lisson, First Assistant Secretary in the Free Trade Agreement Division of the Department of Foreign Affairs and Trade, has dedicated herself to the pursuit of free trade agreements with China, Japan and Korea over the past six years. As Lead Negotiator for the Japan agreement she was responsible for all aspects of the proceedings, including working to develop a whole-of-government approach; personally negotiating the crucial tariff elimination schedule and key text elements; and managing significant stakeholder involvement. At the same time she led the negotiations on tariff elimination across all Australian exports for both the China and Korea agreements. She showed exceptional leadership in marshalling her team through gruelling and intellectually challenging negotiations, and managing considerable policy differences with a clear-eyed sense of Australia's interests.
