Mapping the shadows: scientists predict the ‘hidden highways’ of Mexico’s illegal wildlife trade

New research led by The Australian National University (ANU), in collaboration with Arizona State University (ASU), has mapped the hidden routes used to traffic wild parrots across Mexico, revealing how criminal networks evolve and helping authorities predict where wildlife traffickers are most likely to operate next.

The interdisciplinary study combines landscape ecology with criminology to reveal how illegal wildlife trafficking has evolved over the past three decades, transforming confiscation data into an interactive model that can identify future trafficking hotspots.

The researchers found that half of Mexico’s native parrot species are directly threatened by trapping.

Alarmingly, the conservation status of these birds has consistently deteriorated over the past 30 years, with the illegal trade acting as one of the primary drivers of their extinction risk. 

Lead author Dr George Olah, a DECRA fellow at the Fenner School of Environment and Society, said wildlife trafficking networks were not static, but constantly adapting in response to changing social and economic conditions. 

“For decades, efforts to combat wildlife trafficking have largely been reactive, responding to seizures after they occur,” Dr Olah said.

“By analysing almost 30 years of data, we found these criminal networks adapt in predictable ways as socioeconomic conditions change.

“We’ve seen the trade shift from opportunistic trapping in rural areas to increasingly sophisticated supply chains driven by urban demand.”

Co-author Rodrigo León Pérez from WWF Mexico said Mexican authorities were already making progress against the illegal parrot trade, and the new tool could help build on those efforts. 

"On the ground in Mexico, we've seen the trade shift from opportunistic trapping in rural areas to increasingly sophisticated supply chains driven by urban demand," Pérez said. 

"Mexican environmental authorities like PROFEPA are actively fighting back with dedicated campaigns against the illegal parrot trade. 

"Our hope is that this new mapping tool provides them with the precise, actionable intelligence they need to stay one step ahead of these trafficking networks." 

To visualise how parrots move from biodiverse forests to urban centres, the researchers adapted a spatial modelling tool traditionally used to study wildlife movement across landscapes. 

They modelled the entire country as an electrical grid, treating the road network as a conductive wire to calculate the “flow” of trafficked parrots and identify the routes most likely to be used by traffickers.

Rather than being randomly distributed, trafficking activity was concentrated along a network of high-risk corridors, particularly across southeastern Mexico and the Yucatán Peninsula. 

The findings have been translated into an interactive online platform that allows verified law enforcement authorities to identify trafficking hotspots by species and jurisdiction.

Co-author Professor Greg Asner from ASU said the tool could help authorities intervene before trafficked animals reach their destination.

“This tool allows authorities to shift from a reactive posture to proactive intervention,” Professor Asner said. 

“By anticipating criminal behaviour and pinpointing transit bottlenecks, law enforcement can strategically deploy resources to intercept traffickers before the animals reach urban markets.” 

Dr Olah explains the research had applications well beyond parrot conservation. 

“Many organised crime groups use the same transport corridors to move multiple forms of contraband,” said Dr Olah. 

“By integrating criminological theory with landscape science, we are providing a new arsenal of data-driven tools that can strengthen biodiversity conservation while also supporting transnational efforts to combat organised crime.” 

The study is published in the Proceedings of the National Academy of Sciences.
